On the 25th anniversary of the Government of Wales Act, Sir Paul Silk, one of the architects of devolution in Wales, looks back at its history.

was a Clerk in the House of Commons from 1975-1977 and 1979-2001. From 2001 to 2007, he was Clerk to the National Assembly for Wales before returning to the House of Commons as Director of Strategic Projects from 2007 to 2011. He then chaired the Commission on Devolution in Wales from 2011 to 2014.
