Using mission-led government to transform government delivery and tackle Wales’ grand challenges
The IWA aims to conceive ideas to help create a Wales where everyone can flourish.
With Wales currently facing a systemic and wicked set of challenges, this major new IWA report seeks to inform how we can transform how our devolved government operates to help tackle these challenges, and bring about a brighter future.
Authored by IWA Co-director Joe Rossiter, the report makes recommendations for how, in the lead up to the Senedd elections in 2026, parties seeking to be elected to government can set it up to perform better.
25 years on from devolution in Wales, this event will delve into our latest report, which suggests that a purpose-led, mission-driven government approach can transform government delivery in Wales and refocus on utilising its existing powers and responsibilities to best effect.
Report author Joe Rossiter will present key elements of the report, including:

- Why a mission-led approach may work for Wales
- Three sample missions for Wales
- Key considerations for successfully implementing a mission-led approach in Wales’ devolved context
There will also be time for audience questions.
The report is part of the IWA’s wider programme on ‘Fostering understanding and participation in Wales’ ongoing constitutional discussion’.
